An InBusinessNews article from 13 July 2023 says the chain is a subsidiary of METRO AEBE, the Greek company that developed the cash and carry system in Greece in 1976, and that the Cyprus project involved an investment of about 10 million euros. The same article reported that land was bought near the Mall of Cyprus at the end of 2022 for a second store, with operation anticipated in 2024.

A caution about names. Cyprus also has METRO Foods Trading, a supermarket chain whose Wikipedia entry says it was established in October 1982 with a hypermarket in Larnaca, and which warns readers not to confuse it with the Greek Metro S.A. Searches for "best value metro" can mix the two up. Treat BEST VALUE as the trade-only cash and carry and METRO hypermarkets as the consumer retailer, unless an official page tells you otherwise.
